The Asian Development Bank Is Seeking Invitation for Submission of Expressions of Interest (Consulting Firms) Loan 2220-SAM(SF): Samoan Education Sector Project II
The Government of Samoa has received a loan from the Asian Development Bank and grants from AusAID and NZAID for the Education Sector Project II. Part of these funds will be used for payments for the consultancy firm to provide the services described below. The Executing Agency is the Ministry of Finance, while the Implementing Agency is the Ministry of Education, Sports and Culture. The Project has five components:
Component 2: Developing Effective Teachers requires support from a team of consultants comprising 15 pm of international inputs and 40 pm of national inputs. The Team will be engaged through a firm following the provisions of the Guidelines on the Use of Consultants by the ADB and its Borrowers and the Government of Samoa Procurement Guidelines and Treasury Instructions (Purchasing Authorities Table) and using the Quality Cost Based Selection Method. The simplified technical proposal and the two envelope systems will be used for the recruitment. A single firm, or consortium of firms, will be selected to provide:

The Ministry of Education, Sports and Culture now invites Expressions of Interest (EOI) from eligible professional consulting firms for short listing. The EOI should consist of:
