 The Asian Development Bank Is Seeking Invitation for Submission of Expressions of Interest (Consulting Firms) Loan 2220-SAM(SF): Samoan Education Sector Project II The Government of Samoa has received a loan from the Asian Development Bank and grants from AusAID and NZAID for the Education Sector Project II. Part of these funds will be used for payments for the consultancy firm to provide the services described below. The Executing Agency is the Ministry of Finance, while the Implementing Agency is the Ministry of Education, Sports and Culture.

 

The Project has five components:
  1. introducing curriculum reform and assessment systems
  2. developing effective teachers
  3. improving access to quality education
  4. strengthening capacity to undertake research, evaluation, policy analysis, and planning and
  5. strengthening capacity to implement and manage development projects
Component 1: Introducing Curriculum Reform and Assessment Systems requires support from a team of consultants for the Project comprising 63 person-months (pm) of international inputs and 376 person-months of national inputs.

 

Component 2: Developing Effective Teachers requires support from a team of consultants comprising 15 pm of international inputs and 40 pm of national inputs.

 

The Team will be engaged through a firm following the provisions of the Guidelines on the Use of Consultants by the ADB and its Borrowers and the Government of Samoa Procurement Guidelines and Treasury Instructions (Purchasing Authorities Table) and using the Quality Cost Based Selection Method. The simplified technical proposal and the two envelope systems will be used for the recruitment. A single firm, or consortium of firms, will be selected to provide:

 

  1. The Consultants for both Components as listed below with one of the International consultants designated as Team Leader
  2. Support services to the Consultants Team- such as accommodation, salaries and allowances, computer and administrative support.
  3. A fully equipped and staffed Apia Office.
A. International Consultants:

 

Component 1

 

  1. Primary Curriculum and Materials Development Specialist - 12 pm over two years
  2. Language and Bilingual Education Specialist - 7 pm over two years
  3. Multi-Media Specialist - 12 pm
  4. Assessment and Examination Framework Specialist - 12 pm over two years
  5. Assessment Information System Specialist - 10 pm over two years
  6. School Assessment Specialist - 10 pm over two years
Component 2

 

  1. Teacher Development Policy Analyst - 7 pm over two years
  2. School Improvement Advisor - 8 pm over three years
Sub Total A = 78 pm

 

B. National Consultants

 

Component 1

 

  1. Curriculum Material Writers - 54 pm 9 persons over one year.
  2. Subject Specialists/Reviewer - 36 pm 9 persons over one year
  3. Multi-Media Science Counterpart - 6 pm
  4. Technology Specialist - 6 pm
  5. Assessment Framework Counterpart - 12 pm over two years
  6. School Assessment Counterpart - 12 pm over two years
  7. Fagaloa: Education Development Coordinator - Phase 1 - 6 pm
  8. Fagaloa: Home-School Literacy Program Developer - Phase 1 - 6 pm over one year
  9. Fagaloa: Community Learning Centre Program Developer - Phase 1 - 6 pm over one year
  10. Fagaloa: Community Researcher - Phase 1 - 6 pm over one year.
  11. Fagaloa: Unallocated- Phase 2 - 226 pm
Component 2

 

  1. In Service and Pre Service Teacher Development Specialist Agricultural Science - 6 pm over 3 years
  2. In Service and Pre Service Teacher Development Specialist Food and Textiles - 6 pm over 3 years
  3. In Service and Pre Service Teacher Development Specialist Visual Arts- 6 pm over 3 years
  4. In Service and Pre Service Teacher Development Specialist Design and Technology - 6 pm over 3 years
  5. Primary Teacher Educator - 16 over four years
Sub Total B = 416 pm

 

The Ministry of Education, Sports and Culture now invites Expressions of Interest (EOI) from eligible professional consulting firms for short listing. The EOI should consist of:

 

  1. The background, organization and experience of the firm in the education sector in the Pacific and South East Asia Region in the past 10 years.
  2. Financial resources
  3. Annual turnover for past five years.
  4. Audit report for at least three years
  5. Firm's registration certificate.
Download the Terms of Reference (TOR). The EOI must be submitted by hard copy (10 copies) to the undersigned by 13 August 2007.
