The Ministry of Health in Samoa has further clarified its position on the typhoid issue after reports by some local media that the Ministry allegedly dismissed claims by World Health Organisation on the issue.
In a statement issued yesterday, the Ministry said Samoa Broadcasting Corporation (SBC 1) were irresponsible in reporting the position of the Ministry in regards to concerns raised by the WHO.
“The information released by the Samoa Broadcasting Corporation on the 15th and 16th February claiming that “The Ministry of Health’s Chief Executive Officer, Palanitina Tupuimatagi Toelupe, has dismissed the World Health Organizations’ concerns re typhoid in Samoa” is both incorrect and irresponsible. For the record the Ministry of Health’s Chief Executive Officer was not interviewed as claimed,” the statement said.
The story which first appeared on the Sunday edition of Newsline after interviews with both Dr. Kevin Palmer of WHO and Chief Executive Officer of MOH, Palanitina Tupuimatagi Toelupe, clearly outlined that there was no denial by the Ministry of typhoid in Samoa.
Toelupe told Newsline that the Ministry of Health acknowledged the concerns of WHO.
In yesterdays Statement by MOH, their position is further clarified.
“The MOH confirms that typhoid is a concern and a health priority in Samoa,” MOH stated.
They further said:” The Ministry of Health acknowledges the World Health Organizations concerns on typhoid.”
According to the release, typhoid is endemic in Samoa.
“Its prevention and control is a multifaceted responsibility that begins from each individual being responsible for basic hygiene and sanitation practices within homes and public places,” the statement said.
According to MOH, their role in relation to typhoid and any communicable disease as mandated by the Health Ordinance 1959 and the Ministry of Health Act 2006 is as states:
∑ “All or any suspected preventable communicable diseases including typhoid, are notifiable diseases under the Health Ordinance 1959 and the Ministry of Health Act 2006, which require the diagnosing clinicians to notify the Ministry of Health when and if such a case is diagnosed;
∑ The Ministry of Health’s responsibility then is to conduct contact tracing, follow-up, screen and confirm possible or suspected sources;
∑ And accordingly close or confiscate as necessary, any source of contamination whether it be in a home, village, restaurant, school, bakery, water catchment or water distributing outlet ect . “
According to the release the Ministry of Health prioritizes the prevention of communicable diseases, such as typhoid as a core strategy and it is outlined in the Health Sector Plan 2008-2018 which identifies the strengthening of health promotion and primordial prevention as one of the sector priorities.
“There are existing on going programs to address typhoid in Samoa. The Ministry collaborates with the National Health Service, all health service providers and relevant Ministries in ensuring quality and safe drinking water including food safety measures,” the statement said.
MOH says the public should be assured that the Ministry of Health and the Health Sector will continue to take the necessary precautions to prevent and control the incidence of typhoid in Samoa.
