Ambassador of the Peoples Republic of China
in Samoa Longzhuang Shi


An agreement to be signed between China and Samoa at 10am this morning will ensure the transfer of $300million yuan or equivalent of SAT$100million to the Government of Samoa as a concessional loan.
The Embassy of the Peoples Republic of China confirmed the amount yesterday to Newsline.
The amount according to the Embassy is for the construction of a new Government building and a conference facility.
The agreement will be signed by the Prime Minister of Samoa Hon. Tuilaepa Sailele Lupesoliai Malielegaoi and the Ambassador of the Peoples Republic of China in Samoa Longzhuang Shi.

Government loan

Wow, thats a lot of money. How is Samoa paying this money back. The economy is bad enough it will take years to pay this off. Our greatgrandchildren will still be paying for it. Anyone have an input on this subject on how Samoa is planning to pay this money back. I'm not saying lets not get assistance from elsewhere but there's no explanation from the gevernment on how this money is paid back.

It is not clear if this money is a loan that has to be paid back or a donation for the poor

If its a loan, then more details should have been included in this report on how it is going to be paid and the interest involved.

Anyway, China has been too generous. Sometimes its just too good to be true.
I hope its just the UN vote they are interested in and nothing more

Hi Harry a concessional loan is a low interest, longer timeframe to payback and extended grace if needed, these types of loans are given to poorer countries.....hope that explains your curiosity....

You know how the mafia does business. They give money with good faith and big smile. When comes time to collect. They will ask for it later and if we don't have the money to pay back with interest. We have to give up somefing. Wonder what it is?

The last prime minister Tofilau sign papers in new Zealand. Taking away our seniors rights to be Kiwi citizens. This time our existing prime minister is signing millions of borrow money when the economy, locally and globally is going through tough economic times. go figure. Are Chinese looking for overseas investment to park their money as the dollar is taking a nose dive and heading into recession or already?

By the way, we need to fix our city infrastructure that is a mess, especially during the rainy season. Secondly, our schools needs help which is way more important than our government buildings right now.

We need a policy for open books with freedom of information. That these funds will NOT come under the covering of off shore investment system. That any Samoan citizen at any time can go and find out where the funds is coming from and how it is been spend if these are truly loans and not investors’ hideout. Since these are funds paid for by the people for generations to come, No accountability and no open books will result in bankruptcy and corruption. It happened before during Efi's years as PM. Mainly with his financial minister at the time. Remember PSA?

Another Govt Building?

I guess that's the farce they're using. A new govt building like the one we have is old? the one we have needs maintenance is all so why do we need a new one. I think that money should be spent of education and better roads than a lousy govt building we don't need. And yeah nothing is for free in this world. I wonder what we're giving up for a 100,000... Could it be the rights to our lands? The allowance of Chinese businesses to own land in our small paradise? One wonders.

Why a new government building when we really don't need one. As stated above me that the existing one just needs to be maintain. And right hand drivers when their is really no need for it! hhhmmmmm!!! Why fix it when there is nothing wrong with it?

Why the loan from China when Japan has the lowest interest rates in the world? Correct me if I'm wrong. Are we being used for carry trades by china who have their investment in our offshore bank? Is our tala ties to the Kiwi dollar? NZ has one of the highest interest rates in the world.

The smart way I think to invest is to borrow from Japan $ 100 Mil and invest it in NZ. Japans intrest rates is below 0.50% and NZ I believe is 8.25% with strong trade balance numbers last month that will improve GDP.

8.25%-0.50=7.75% simple commonsense says that 7.75% of $100 Mil is enough to kick start building schools, roads and Apia’s infrastructure. And half way through next year when the US dollar recovers and carry trades unwind we will pay nothing. But made more money through smart investment planning.

Cause the next one will solely base on the right hand drive. The prime minister knows that when our fat matais is given a vailima bottle then they will vote for whatever.

One of the most saddest thing and I see it as the downfall of the US economy are special interest groups. In the case of our beloved Samoa. Who knows what’s next? I mean if the US connects fiber optic to Am. Samoa then $100mil is a good enough investment to extend it to Samoa and it will link Samoa to the world. Then we need to connect all our schools to on line services and we could trade in the global market without missing a beat. So much more that we can gain from high speed on line. It will create more high paying jobs.

I will buy a house right on the beach and trade the stock market and drink a cold refreshing niu. Now that is life.

every loan comes with attachements, this one has a very big attachement
the chinese are launching something major in the world and needs input of Samoa
something they need more than what they are not letting you know
the paper hanger Tuilaepa will sign anything that looks like a loan and may not need to tell anyone why, what where, how of this seemingly illegal transaction

the strings attach will be felt in a few years-- the piper wants to paid back at some point

The loan is low interest, longer payback and the most important words in the loan shark business, "grace" from Beijing of course.

That grace can rocket the cost of that loan to the moon. Ask Brazil in the late 1970's why it was difficult to get the economy on track for 20 years.

I understand the issue of seccession is a real struggle for China at the moment. Why Kosovo has nothing to do with it I am sure and then Taiwan and the KMT. Sounds like somebody needs a friend in the next 10 years.

Samoa has just sold it's sovereignty for pennies on the dollar. Good Luck Ignorance. Here comes the PRC of Samoa.
