A new plan is currently in its final stages before being handed over to Cabinet for approval.
The Samoa Law and Justice Sector Plan is being developed in order to unite various Government and Non-Government Organisations under the same goals relating to the Law and Justice Sectors in Samoa.
The plan is being put together by the Attorney General, Aumua Ming Leung Wai, and his office with assistance from Consultant, Livingston Armytage and other agencies.
Aumua explains the plan’s purpose is to “improve services delivered by the various agencies in the law and justice sector in a more coordinated manner.”
It is hoped the plan will ‘link law and justice at an agency level’.
He continues by saying, “[that is] a sector or integrated response rather than the agency approach that we are used to.
“In other words instead of the Police working on their own to combat crime all other agencies including formal agencies like the Attorney General Office, Ministry of Justice, Ministry of Women, etc can work together with the traditional agencies to resolve issues relating to law and justice.”






The issues Aumua is referring to include crime and rehabilitation.
Aumua explains that the plan has been discussed over many years however, “nothing happened until I was appointed and took over as chair of the Law and Justice Sector and now we have this draft plan,” he explains not wishing to boast.
The plan hopes for all agencies involved to have a shared vision of “Justice for a safe and stable Samoa.”
From this the plan has set out ideas for each sectors goals and objectives.
They include, community safety, asses to Justice, customary and community based justice and integrity and good governance.
These are not yet finalised and are ‘proposed for endorsement’, states the plan.
To achieve these proposed goals the plan has also set out constraints, methods and strategies, says Aumua.
“It will also try to prioritise the various areas that need the sectors attention.”
A number of different agencies have come aboard the project including various government ministries, Samoa Victim Support Group and the Samoa Umbrella of Non Government Organisations.
Aumua concluded by saying, “Such plan will be helpful for the donors when they provide assistance to the sector.”
The Samoa Law and Justice Sector Plan’s revised draft plan was approved by the Steering Committee on the 5th of October 2007.
