The drinking age will never be lowered from twenty-one years old, assured Chairman of the Liquor Board and Minister of Revenue, Tuu’u Anasi’i Leota, even though underage drinking is still a problem.
In order to solve this problem they are currently looking at ways to amend the Liquor Act especially when it comes to the issue of policing the underage drinkers.
Currently the police do not have enough power to force the clubbers who they believe are underage to provide identification, explained Tuu’u.
He says the Act is currently being worked on to give the police more authority in the Nightclubs and Bars.
“There is not a lot of power given.
“There is no legal aspect.
“It is hard for the police to enforce.”
Tuu’u wants the act amended so that the police can demand identification at any time to any one who is in areas where they should not be.
Assistant Police Commissioner and Spokesperson, Papali’i Li’o Taeu Masepau, confirmed that the police are currently having difficulty identifying those who are underage.
In addition he stated that the police would work with whatever legislation the Liquor Board wished to change.
“It is there own legislation, their own concern.
“Anything that they can change will be a big help.”
Tuu’u would also like to see Nightclub and Bar owners facing the possibility of going to court should they be found to have people underage on their premises.
Currently the owners only face loosing their licenses if this occurs.
However, he believes that it is important to get the Nightclub and Bar owners to work with the police and Liquor Board on this matter.
Tuu’u says it is important to stop this from happening.
Even though there has been trouble with many underage people being allowed into the clubs, Samoa will not see the drinking age lower.
“It will never in Samoa.”
He explained there have been people lobbying for the change; however, he doesn’t believe those people are “thinking about all of Samoa.”
