EU denies lack of grassroots participation in Samoa PDF Print E-mail

A representative of the European Union (EU) has denied the exclusion of grassroots level organizations and community in current EU funded projects in Samoa and the region.
Director of Coordination Unit for the All ACP Agricultiural Commodities Programme, Mr. Pierre Berthelot told Newsline yesterday that such an assumption about EU was incorrect.
Berthelot said: “I will first correct the misconception, I think in transient in the Contonou agreement is a special consideration for what is known as non-state actors and the determination of the EU to ensure that non state actors are fully involved in all decision making under the partnership agreement.”
The notion comes after discontent expressed by some on the policy making level and farmers on the grassroots level about the benefit of EU funding to the local communities.







According to Berthelot the idea that the EU focuses on public sector and certain level of governance structure is unfounded.
“I think it is not correct to say that the EU focuses exclusively on public sector,” he added: “on the other hand the EU also promotes, public sector, private dialogue because increasingly it is being admitted that this is a condition for successful programmes and for successful policies.”
According to the Director there are certain principles that guides EU funding policies and the inclusion of all relevant partners is one of them.
“All agricultural EU programmes is premise on the necessity to involve all stakeholders and the notion of participatory stakeholder activities is a very major aspect of this programme,”
Berthelot said participation is believed to be necessary as part of the Paris Declaration so the EU fully subscribes to this.
