NZ Foreign Affairs Minister, Winston Peters in Samoa
The visit by Foreign Minister of New Zealand last week, saw the discussions of New Zealand’s commitment to Samoa.
According to the communiqué of the meetings there are several areas where NZAid have concentrated in the last few years.
Over the last two years, officials from New Zealand and Samoa have pursued a number of new initiatives aimed at strengthening their cooperation in various fields. While it is recognized that existing links between New Zealand and Samoan government agencies are strong, the new initiatives provide further opportunities for the two governments to strengthen cooperative linkages on a “whole of government” basis. These initiatives are additional to the core cooperation pursued by NZAID and Samoan agencies under the Official Development Assistance Programme.
New Zealand Prime Minister’s Fellowship
Two Samoans were awarded the NZ Prime Ministers Fellowship for the exceptional nature of the candidates.
The New Zealand Government will fund a one-week visit to New Zealand by the Fellows at full Guest Government status. The objectives of the visits are creating opportunities for dialogues and possible future cooperation’s between the Fellow and key New Zealand figures on issues of interest. The Fellows for 2008 are the CEO of the Ministry of the Agriculture, Asuao Kirifi Pouono, and the director of the NGO Women in Business, Adimaimalaga Tafunai.
Shared Teaching Resources
The second stage of the share teaching resources initiative, which involved the translation and publication of the resources (a total of 428820 books are to be printed: 280800 small books, 140400 large books and 7020 teachers notes) for use by Samoa’s Ministry of Education, Sports and Culture, has been completed. The resources were officially handed over to the Government of Samoa during the high level aid talks in Wellington, July 2007.
Samoa MPMC/NZ MPIA: Secondment Proposal
Samoa’s Ministry of Prime Minister and Cabinet (MPMC) remains interested in pursuing a secondment from the NZ Ministry of Pacific Island Affairs (MPIA). MPIA remains committed to the project and is able to initiate the secondment at the earliest opportunity.
MESC/SPARC Sports Cooperation
Samoa’s Ministry of Education, Sports and Culture (MESC), Sport and Recreation New Zealand (SPARC) and NZAID are continuing to pursue the Samoa Sports Support Project. The three year project, aimed at strengthening policy making and technical capacity within Samoa sport and enhancing SPARC’s initiatives directed at Pacific Island New Zealanders.
All of the project activities outlined in the SSP Project Implementation Plan for the first year of implementation (July 2006-June 2007) were successfully completed.
The project is now well into its second year with numerous activities recently taking place.
Year two activities already undertaken include: a research workshop for MESC sports division staff; follow up workshops in sports first aid and Netball; and a visit to New Zealand by two MESC officials to study New Zealand’s sport and recreation systems in the secondary school age groups.
Artist in Residence
Following discussions over the last six months between Creative NZ and the National University of Samoa (NUS) a second artist in residence initiative is now well advanced.
In addition, performance artists workshops convened by Creative New Zealand in 2007 were acknowledged for the opportunities they had made available to Samoan students at NUS.
Pacific Cooperation Foundation (PCF) Research Fellowship
Dr. Iati Iati, a resident scholar at the Macmillan Brown Center for Pacific Studies at the University of Cantebury, has been awarded the 2008 Samoa PCF Treaty of Friendship Fellowship.
The tenure of the Research Fellowship at the National University of Samoa runs from March 2008 until August 2008.
Dr. Iatis research will focus on strengthening civil society and political accountability in Samoa.
Health issues
Samoa and New Zealand agreed in 2005 to develop an institutional linkages programmes between Counties Manukau District Heath Board (CMDHB) and the Samoa Ministry of Health.
One part of the programme is now underway with CMDHB managing referrals from Samoa for specialist medical treatment Scheme (MTS). The capacity building component of the programme is currently under development and is due to come on stream in July 2008.
