In small island states, such as Samoa, vulnerabilites to the increase cost of oil and food could be minimised if local food production where emphasised as part of a domestic agricultural policy. Of course, should Samoa gain entry to the WTO, certain rules might apply 'requiring' Samoa to increase its food imports, which could put households, particularly those on a low-income, at further risk. - Dr Alec Thornton
